Plug the USB into your PS4. Navigate to Settings > Debug Settings > Game > Package Installer. Select your USB drive. You will see a list of PKG files. Press X to install the game.
Enable your PS4 jailbreak (9.00 method). You will know it works when the "GoldHEN" or "Debug Settings" appear on your menu. pkg ps4 games

Always install the Base Game PKG first, then the Update PKG , then the DLC PKG . Installing updates before the base game will cause a "CE-36244-9" error. You will see a list of PKG files
Download the base PKG and any update PKG from a trusted scene release group. Always check the file hash (MD5/SHA-1) to ensure the download is not corrupted.
Use a PC to format your USB drive to exFAT . Create a folder on the root of the USB drive named PKG (all caps). Copy your PKG files into this folder.
